The murders of Matthew Shepard and Billy Jack Gaither have brought
much-needed attention to the issue of hate crimes. Listen to some of the
debate in Congress, though, and it’s clear that many lawmakers still haven’t
gotten the message. This only underscores the importance that each hate
crime committed against a gay man or lesbian be reported. And now, thanks
