Busy day today (Fridays always are, got to earn a living, ya know . . . .). Not too much time to clip, if any. Midnight tonight (6am EDT, 3am PDT, 4/12) is the internal deadline set by the Legislature for a Constitutional Amendment to be presented to the Governor. Some variables come into play here. First, Speaker of the House, Joe Souki and Senate President, Norm Mizuguchi must agree to extend the deadline, which at this point, could be pushed back no farther than April 19th. But, if the session is extended, then the deadline could be pushed back even farther. Another concern: A special session. With the budgetary crisis in Hawai`i, the governor could call a special session to deal with that issue, but, once that session is open, anything can be brought up. The Governor will never have it in his hand because it is passed by Legislature and directly to ballot. However, one way to pass it is by 2/3 votes of both houses after the legislature gives 10 day notice to Governor. However, they only need 51% in two subsequent sessions to pass it without even informing the Governor. In this case, the governor does not get a 10-day notice. This means that HB 117 can be voted on at any time until the session ends. Last year the amendment was the roach that would not die. But we eventually killed it by a vote of 15 - 10, remember?
