No it is not a rumor. But it's not a "bill." It's a "Joint Resolution." Congresswoman Barbara Boxer from California introduced it into the House of Representatives a few months ago. It is the first time such a resolution was introduced, so it hasn't been languishing around like the lesbian and gay civil rights act has been for 17 years. Just because it isn't stale, doesn't mean it has a chance to pass. I'm sorry, but I don't remember the resolution number. Here's what you can do to get an actual copy of it in your own hands: (1) Call Legislative Research at (202) 225-1772 M-F 8:30 - 5:30. Ask them for the number of Representative Boxer's House Resolution which would prohibit sexual orientation in the Military. While you're on the phone, tell the person who answers that there is a companion Resolution in the U.S. Senate, but you don't know the author. Ask the operator if you can have the Senate Resolution number too. (2) Call and/or Write for copies. They're free.
