According to NGLTF, state legislatures emerged as one of the hottest and most important places in the battle for and against gay rights in 1996. A barrage of pro-gay and anti-gay bills were introduced in state legislatures throughout the country. And, while marriage made the headlines, it was not the only weapon of those opposing civil rights for gays. Numerous anti-gay measures on issues such as families and schools were also introduced. With a homophobic bang, 1997 has begun where 1996 left off. Already, dozens of both pro- and anti- gay bills have been introduced. The National Gay and Lesbian Task Force will release "Capital Gains and Losses: A State by State Review of Gay-Related Legislation in 1996" at a press conference in Washington, D.C. on Wednesday, February 12, 1997. The press conference will also feature a summary of the first month of the 1997 state legislative sessions and an examination of what the legislative hot spots likely will be in the coming year.
