(202) 986-1300 ************************************************* This Year's Appropriations Under Attack Prevention Cut $23 Million; Care Cut $13 Million HOPWA Eliminated Labor/Health & Human Services - Prevention and Care On February 22, the House Labor/Health and Human Services (HHS) Appropriations subcommittee voted to cut over $36 million in this year's (FY 95) HIV/AIDS funding fro the Labor/HHS appropriations account including: * $23 million from CDC HIV prevention, a 50% reduction in the FY 1995 increase. * $13 million from the Ryan White CARE Act, titles not specified, a 25% reduction from the FY 1995 increase. Subcommittee member Representative Nancy Pelosi (D-CA) offered an amendment to restore AIDS funding that was defeated by a 7-7 vote. The following three members supported substantial reductions in HIV/AIDS care and prevention funds going to their states. VA/HUD - HOPWA On February 23 the House VA/Housing and Urban Development (HUD) Appropriations subcommittee voted for substantial cuts to VA/HUD programs for fiscal year 1995. $186 million from HOPWA, this equals the elimination of this program. The full House Appropriations Committee is expected to consider the rescission package this week. HIV/AIDS programs will be vulnerable to further assaults during this vote as well as during the House floor considerations. The Senate will also take up a rescission package and we are hopeful that we can work with Senators Mark Hatfield (R-OR), chair of Senate Appropriations, Arlen Specter (R-PA), chair of the Senate Labor/HHS subcommittee, and others to oppose cuts in AIDS programs. Action to Take: Call House Appropriators Below is a list of House Appropriations Committee members. It is imperative that each member is reminded of the critical needs of the HIV/AIDS communities in their districts. Call them and ask them to vote against any FY 1995 rescissions in HIV/AIDS programs. These cuts, or rescissions, will affect federal HIV/AIDS programs this year.
