TITLE: DIRECTOR OF SERVICES REPORTS TO: Managing Director PRIMARY FUNCTIONS: leadership in the conception, design, implementation, management and evaluation of the organization's human service programs; and shared responsibility for the team management of the organization DUTIES INCLUDE: Program Management (~40%) * ensuring ongoing accountability of all GMAD's human service activities to the needs of its constituents, to government and other funders and regulators, and to the management needs of the organization * recruitment, supervision and training of all human service staff, consultants and volunteers * regular evaluation of programs and staff in meeting stated goals and objectives, including the development and implementation of appropriate measures and the collection of data * integration of all service programs with the other functions of the organization * budgeting and financial management for program funds from all sources * development of program policies and protocols, including eligibility, fee structures and confidentiality * convening, consultation with and support of consumer and other advisory and consultative bodies Program development (~20%) * periodic assessment and documentation of the needs of GMAD's constituents * ongoing investigation of the availability of funding and other resources to respond to these needs * modification of existing programs and design of new programs and strategies for their implementation and evaluation * development of funding proposals for program creation/expansion Service delivery (~25%) supervision of and/or direct participation in service provision, e.g.: * development, scheduling and presentation of informational, educational, cultural, recreational and social events, exercises and discussions * design, recruitment and implementation for participatory HIV/STD risk reduction/maintenance workshops and similar activities; curriculum documentation; training and evaluation of peer facilitators * maintenance and distribution of current, competent information on resources, services and information of relevance to Gay men of African descent, including: editing, production and distribution of a comprehensive monthly organizational newsletter; compilation, editing, publication and distribution of a directory; development and operation of a telephone information and referral system and training of peer counsellors * assessment of individual client health, mental health and social service needs and appropriate referral and followup; negotiation of referral agreements; design and implementation of a system for monitoring referral outcomes * community mental health needs assessment; development of a referral network of competent mental health and counselling services and negotiation of referral agreements; design, recruitment and facilitation for psychosocial and informational support groups; design and provision of HIV antibody test counselling/referral * consultation with and training of service providers Public affairs (~15%) * organizational and programmatic outreach to ensure the visibility, accessibility and use of GMAD's programs, including use of media and participation in advocacy and community organizing initiatives * development and maintenance of relationships in GMAD's constituent communities, with other service providing entities and with sources of technical and financial support * assessment of and responses to the cultural competence needs of other service providing entities used by Gay men of African descent, through advocacy, training and other forms of technical assistance * dissemination of data from GMAD's service programs through conferences, meetings, publication and by telephone Other tasks/special projects * active participation in the team-management of the organization * other special tasks, as assigned from time to time by the Managing Director SALARY: $32,000 - $44,000 IDEAL QUALIFICATIONS: * experience in the design, implementation and monitoring of community-based education, health education or social service programs; skills in designing and implementing behavior change outcome evaluations * strong supervisory and management experience in a grassroots/ community-based organization; experience in volunteer recruitment, training and management * experience in budget management and program planning * familiarity with and sensitivity to issues relating to Gay men and Lesbians, people of African descent, HIV/AIDS, substance abuse, poverty, and social change/community organizing * graduate level or analogous training in health education, public health, behavioral science, education or a related discipline; or demonstration of equivalent training gained from several years of programmatic experience * highly organized; dedicated; strong motivational and interpersonal skills * excellent writing and public speaking abilities;
