The Campaign The 19-year incumbent Secretary of State, March Fong Eu, will resign early in 1994 to accept an appointment by President Clinton as the United States Ambassador to Micronesia. Candidates to succeed her will compete for party nominations in a June primary, with the nominees facing off in the November general election. To date, Miller's possible opposition includes one member of Congress, two members of the state assembly and one former Los Angeles City Council- member. This large field benefits Miller, who will be running on the popularity and highly touted track- record of the incumbent administration of the Secretary of State's Office. Miller's platform will be based on restoring the faith of California's people in the ability of government to lead: meaningful political reform, a healthy economy and the creation of jobs through a more responsive and streamlined state government. Tony Miller's campaign is directed by Ron Gray, a veteran campaign consultant and communications director to the Lieutenant Governor of California. Winning media consultant Leo McElroy of McElroy Communications will oversee the campaign's paid media strategy and preeminent California fundraiser Jill Barad of Barad & Associates is coordinating campaign finance. Along with his mentor, Secretary of State March Fong Eu, Miller has built a solid reputation for smooth, efficient and fairly run statewide elections. Before becoming Eu's Chief Deputy, Miller served as the Secretary of State's Chief Legal Counsel and as an appointed member of the state's Fair Political Practices Commission. Tony Miller graduated Phi Beta Kappa from the University of California at Davis and received his law degree from the University of California (Boalt Hall) School of Law at Berkeley. He is a lifelong resident of northern California, a former Eagle Scout, an avid runner and a weekend farmer. He and his partner of 20 years live on a small farm near Sacramento. A Statewide Election With more than 30 million residents and some 15 million registered voters, running a statewide campaign in California is a monumental effort. The state has five major media markets and several smaller ones; the average cost of a statewide campaign is three million dollars. Demographically, California voters are extremely diverse, reflecting an immense array of racial, ethnic and socio-economic backgrounds. Democrats make up the largest block of voters in California and the majority of statewide elected officers are Democrats. The state's per-capita representation of gay and lesbian voters is the nation's largest and openly lesbian and gay candidates have been elected to numerous local offices. Californians have soundly defeated several homophobic statewide ballot measures in recent years. When Lyndon LaRouche succeeded in placing an AIDS quarantine initiative on the California ballot, Miller blocked his efforts to have stated in the ballot pamphlet that mosquitoes spread HIV. When the state Attorney General and Legislative Counsel said that same sex couples could not register the names of their family associations, Miller successfully challenged them. He cleared the way for couples to receive legal recognition of their partnerships with the Secretary of State's office, using laws providing for the formation of nonprofit associations. Can He Win?
