CLINTON TELLS HIGH COURT "DON'T PURSUE" ON "DON'T ASK, DON'T TELL" APPEAL: In a September 20 brief, the Clinton administration told the U.S. Supreme Court not to review a case regarding the military's "don't ask, don't tell, don't pursue" policy. The court could make its decision as early as this week. The administration filed the brief late Friday evening so that it would not be available to the media until Monday, September 23--a tactic used for the signing of the so-called Defense of Marriage Act (DOMA). The case involves Navy Lt. Paul Thomasson, who in 1994 informed his superiors that he is gay. After receiving an honorable discharge, he filed suit in the U.S. District Court in Alexandria, Virginia but the discharge was upheld. The 4th Circuit Court also affirmed the decision. TWO MIDWEST REPUBLICANS DODGE GAY RUMORS: Two politicians who voted for DOMA have faced increased speculation that they are closeted homosexuals. According to Shepherd Express, Milwaukee's weekly newspaper, local gay activists held a September 11 protest outside of conservative Senator Herb Kohl's office demanding that he "come out of the closet." Meanwhile, in Columbus, Ohio, the September 27 Gay People's Chronicle reported that pro-gay Democratic challenger Cynthia Ruccia has requested a Justice Department ethics review of 12th District Representative John Kasich (R). Kasich's chief of staff, Donald Thibaut, whose salary exceeds $108,000, is also Kasich's housemate of 14 years. "It should not be permitted for a member of Congress to live with his own staffperson, whose salary and position he directly controls," Ruccia wrote in her letter. In the story, Bruce Cuthbertson, Kasich's press secretary, stated that, "'Neither one of them is gay and no, they don't have any gay relationship.'" While she has received some criticism and been accused of "gay-baiting," Ruccia has denied that the allegations are anti-gay. SAN FRANCISCO MAY FOOT THE BILL FOR TRANSSEXUAL CHANGE: In a major victory for transgender people, Martha Knutzen, president of the San Francisco Human Rights Commission, has recommended that the city make the groundbreaking move of covering sex change treatments and operations under city health plans. She says that as a legitimate health concern in a city which has pledged not to discriminate against its transsexual employees, the high costs of gender reassignment should be covered at least in part by the city. Supervisor Tom Ammiano is considering advocating the move, noting in the San Francisco Chronicle that since there are only a few transsexual city workers, "the cost isn't that much. I think it's more of an institutional prejudice." While city employees can choose from a variety of private health plans, it is the city's own self-insurance plan that would be affected by the decision. TEXAS GAY NEWSWEEKLY STOPS THE PRESSES: Even as it celebrates its fourth birthday, The Texas Triangle, a weekly lesbian and gay newspaper for both Austin and Houston, will cease publication with its October 10 issue due to a 33 percent increase in printing costs. "We won the battle with the Texas branch of the [anti-gay] American Family Association(AFA)," said Editor/Publisher Kay Longcope, "but lost the war to increased printing costs." Attempted boycotts by the AFA over the past year actually increased the paper's ad revenues when many mainstream advertisers placed ads in the Triangle to show support. "Given the number of phone calls and expressed regrets, a huge void will be left in the Texas gay community," said Longcope.
