Subj:	Please help with internet laws and regulations

Sorry for mailing to the broad spectrum of ROOT, please place me in 
contact with the correct person/dept. that deals with this.


	I am looking for laws and/or regulations to internet email.  The 
problem is this:  A person got my email address out of some compilation 
of address and is emailing me messages promoting WBC and their pickets 
on LesBiGay functions including funerals of those who died from AIDS.
I am not in favor of this opinon and did the only thing I can do, I 
requested the sender to quit emailing me and take me off of his email 
list.  
	The sender never responded to me nor my request and I continue 
to receive such messages from this person.  I have mailed the senders 
postmaster and root with no luck.  I guess their college? 
(acc.wuacc.edu) has no regulations against their employees emailing 
unwanted people and will not (cannot?) make this person stop.. also they 
are crying censorship while I think it is harrasement.  TO me this is on 
the same level as receiving prank phone calls over and over again which 
I think the law calls it harrasment?

	I am on a VAX with the VMS operating system using VMS version 5 
mail utility which has no killfile or filter abilities.  I don't know 
where else to turn.  Please help.
