All 3 bills seem headed for full approval by both houses of the Democratic-controlled legislature, but opponents of rights for same-gender couples exerted maximum pressure in the home districts of swing-vote legislators last year when a bill to simply establish a statewide domestic partner registry barely squeaked by.
