Applicants are requested to propose a program and interventions that will lead to achievement of the stated purpose by: 1) reducing transmission of sexually transmitted diseases (STDs); 2) increasing the use of condoms among persons with high risk behaviors; 3) reducing risk behaviors among targeted populations; and 4) developing and implementing community-based information, advocacy, and care systems which effectively respond to the needs of HIV/AIDS infected people. Complementary activities important to the success of an HIV/AIDS Prevention Program in Nepal could include collaboration closely with cross-border (India) programs such as the Bhokura AIDS Prevention Project in Raxaul, India, and increasing the government of Nepal's capacity to develop appropriate policies and plan activities to reduce the transmission of STDs and HIV/AIDS. Interventions shall focus on the major transportation routes in Nepal's central and Terai regions (Prithivi, Tribhuvan, and Mahendra Highways) and the communities adjacent to these routes and to the international border with India. The target population is individuals whose behaviors put them among those with the highest risk of becoming infected with STDs and HIV: commercial sex workers and their clients, particularly transient population groups such as transport workers, migrant laborers, military, police, and campus students. OTHER LIMITATIONS Grants normally will not be made for the following purposes: 1) annual fund campaigns, special fundraising events, or debt retirement; 2) religious purposes and political purposes; 3) grants or loans to individuals; 4) public projects that the government normally supports or should support; 5) capital campaigns or large capital projects; 6) conferences or on-time events; 7) high administrative costs and ongoing operating expenses.
