It also presents findings from a Hartford, Connecticut program (Project COPE) specially designed to target the prevention needs of African-American and Puerto Rican injection drug users and their sex partners. A general discussion of women's heterosexual AIDS risk includes: 1) a description of the AIDS epidemic's progress, specifically in Connecticut; and 2) the effects of race, ethnicity, class, gender, and culture on women's ability to negotiate safer sex. As part of the Project COPE research and intervention design, all participants received: 1) an HIV/AIDS risk assessment; 2) a single AIDS-education session and voluntary HIV antibody testing at intake and 6-month follow-up; and 3) immediately after intake, assignment to one of three enhanced intervention programs for education, counseling, and social service referral. Enhanced interventions included one culturally nonspecific and two culturally targeted programs. The preliminary indications of Project COPE's effectiveness for women show the importance of recruitment strategies, the positive effect of culturally-targeted interventions on initiation and retention, and the need to address the awkwardness of mixed-gender group sessions.
