DESCRIPTION: The National Institute on Disability and Rehabilitation Research (NIDRR), a division of the Department of Education, announces the availability of funds for Research and Demonstration (R&D) projects for fiscal years 1995 and 1996 on HIV/AIDS and disability. R&D projects must: 1) analyze existing data on HIV/AIDS, prepare population estimates and statistical profiles of adults with HIV/AIDS, including such factors as age, gender, age at onset, ethnic background, education and employment history, healthcare and demographics; 2) document the natural course of the disability consequences of the disease process and document the functional losses associated with various stages of the disease process; 3) identify and assess the major disability-related societal barriers confronted by adults with HIV/AIDS; 4) identify best practices in rehabilitation, independent living, peer support programs, community mental health, housing, job accommodations, and related services that have the most potential to assist adults with HIV/AIDS to maximize quality of life; 5) demonstrate and evaluate the effectiveness of selected rehabilitative techniques that enable PLWA to maintain maximum independence in employment and in the community; and 6) disseminate the findings from this project to potential adapters in other programs, projects, and service facilities that provide services to PLWA and through other resources, including NARIC, the Council of State Administrators of Vocational Rehabilitation (CSAVR), the National Council for Independent Living (NCIL), the National Association of Protection and Advocacy Systems (NAPAS), and HIV/AIDS information networks. Each applicant must demonstrate how it will address the needs of traditionally underrepresented eligible project participants, specifically: 1) members of racial/ethnic minority groups; 2) women; 3) handicapped persons; and 4) the elderly. These priorities support the National Education Goals.
