Date: Thu, 3 Apr 1997 20:16:22 -0500 (EST) From: MDSHRIVER@aol.com To: Multiple recipients of list Subject: coburn/--/pelosi update april 3, 19997 Federal HIV Prevention Update Urgent Action Needed to Support Pelosi/Morella Bill BACKGROUND On March 13, 1997, Representative Tom Coburn (R-OK) introduced the so-called "HIV Prevention Act of 1997" (H.R. 1062),WITH only 71 co-sponsors. As of today (April 3, 1997), the Coburn Bill has 86 co-sponsors. When the Coburn Bill was first introduced, there were NO Democrats supporting the bill. Now, there are two (2) Democrat co-sponsors (Lipinski from Illinois and Traficant from Ohio). We are slowly, and dangerously approaching a significant number of Representatives on the Coburn Bill. As has been discussed in the past two NAPWA Action Alerts, the Coburn Bill is bad public health. It attacks Medicaid funding, and even allows medical professionals to refuse treatment to a patient if he or she does not submit to an HIV antibody test. On Friday, March 21, 1997, Representatives Nancy Pelosi (D-CA) and Connie Morella (R-MD) introduced H.R. 1219, "The Comprehensive HIV Prevention Act of 1997," a bi-partisan and comprehensive HIV prevention bill. H.R. 1219 reinforces and strengthens what is currently working across the United States, namely HIV PREVENTION COMMUNITY PLANNING. This bill also includes authorization of several critical women-specific HIV prevention initiatives. When the Pelosi/Morella bill was introduced, it had 106 co-sponsors. The good news is that we are confident that in the next few days, more co-sponsors are expected to sign on to the Pelosi/Morella Bill in the next few days, including several key Republicans. As the Coburn Bill is gains co-sponsors it gains momentum. And now, when compared against the sound Pelosi/Morella Bill, the difference in co-sponsors is DECREASING. This is BAD NEWS. We MUST keep people OFF the Coburn Bill and ONTO the Pelosi/Morella Bill. WHAT TO DO Look over the lists (which follow) of the Pelosi/Morella Bill as well as the Coburn Bill. If your Representative is NOT YET a co-sponsor of the Pelosi/Morella Bill, GET THEM TO CO-SPONSOR! If your Representative is a co-sponsor of the Pelosi/Morella Bill, call and THANK THEM. If your Representative is a co-sponsor of the Coburn Bill, GET THEM TO WITHDRAW THEIR CO-SPONSORSHIP of the Coburn Bill and GET THEM TO BECOME A CO-SPONSOR OF THE PELOSI/MORELLA BILL.
